Education for Employment
The Education For Employment (EFE) System is a regional delivery system designed to administer the efficient delivery of career and technical education. A governing Board made up of Superintendents, or their designees governs each EFE. As an educational cooperative, EFE’s are not-for-profit entities that function under guidelines contained in a joint agreement to benefit public school districts. EFE Systems were founded by the Illinois State Board of Education (ISBE) in 1985 under the Illinois School Code that establishes Intergovernmental Agreements between participating school districts.
Quad City CTE Consortium
The Quad City Career and Technical Education (CTE) Consortium (QCC TEC) is formed by a joint agreement between sixteen member school districts with high schools located in Rock Island, Henry, Mercer, and Stark counties in Illinois.
Formed in 2007 by the merger of the Quad City VoTech Region, EFE 210, and Tri-County VoTech Region, EFE 180, the Quad City CTE Consortium is governed by a Board of Control. This Board of Control is comprised of the Superintendent from each of the member school districts. Under the authority of the Board of Control, United Township High School District #30 acts as the administrative, legal, and fiscal agent for the Quad City CTE Consortium.
The programs and activities of the Quad City CTE Consortium are under the direction of the System Director, who is employed by the administrative agent. The System Director reports to the Board of Control and the administrative agent’s Board of Education.
